AGT-61030 [CS1554273]: Some devices are still in open/synced state, even when the manual GuardPoint is disabled
This issue was caused by a race condition in the secvm open code. This allowed a concurrent open request to occur, but it was lost. The corresponding secvm close was not performed, and the device was left open. The race condition has been fixed.
