FPE/AES/UNICODE Cardinality Block-Size Table

For FPE/AES/UNICODE, the IV is dependent on the character length.

When cardinality is y, a x characters IV is used when data size is >x characters.

Here, y is the number of characters in the Unicode character set file, and corresponding value of x is derived using the following formula:

The following table provides the cardinality size and the corresponding IV/block-size to be used with the FPE/AES/Unicode. In FPE/AES Unicode, the cardinality and IV/block-size is defined in character length.
